A bachelor-level degree is required in order to enroll in this graduate-level course. Pre-service teacher preparation or a similar education-related training or experience, is recommended.

14. Graduate Level Requirements in addition to #13
A. The following graduate-level course criteria are met in this course proposal: i. The course is related to achievement of the Pennsylvania academic standards. ii. The course has been developed as a collegiate-level course. iii. The course is standards-based. iv. The course contains pertinent readings of recent research papers, articles, publications and/or textbooks relevant to course content and objectives. v. The course adds to the overall competency of participants, and addresses the needs identified in #3. vi. The course is designed to expand the professional educatorís skills and/or knowledge base. vii. The instructor possesses a graduate degree or demonstrated competencies and expertise of the highest level. viii. The course requires participants to demonstrate attainment of the stated course competencies. ix. The course design is competency-based with 15 instructional hours per credit. It is expected that course participants have out-of-class reading, research or other directed activities of one hour for each instructional hour. For purposes of Act 48, each course credit may be used as 30 hours of continuing professional education activity. B. In addition to the above criteria, the following criteria are met in this graduate-level course proposal: i. The course has been developed as a post-baccalaureate course. ii. The course builds on existing skills and knowledge of the participant through demonstrated prerequisites for enrollment. iii. The course requires the writing of a paper, an individual action plan and/or other appropriate project having direct application to the professional educatorís area of assignment. This assessment project may be used to document the educatorís attainment of the course competencies.
